The planning and promotion of public biodiversity actions and policies is the responsibility of SVMA’s Coordination of Management of Parks and Municipal Biodiversity – CGPABI. CGPABI is responsible for the implementation, operation, and management of parks and Conservation Units in the Municipality, most of which are directly managed by the City Hall. Also responsible for overseeing parks under concession. It also operates in the management of urban forestry, urban fauna, and flora, including equipment to care for wild fauna, nurseries, herbaria and planting contracts in the city.

Evaluation of the Good Practice

1) Another 18 parks are in the process of being implemented ; 2) Number of existing conservation units (implanted and under implementation) There are 3 Conservation Units under implementation (PNM Cratera, Cabeceiras and Natural Nascentes do Aricanduva) ; 3) Public visitors to the parks in 2022 41,230,991 visitors to urban parks 15,371 visitors to conservation units ; 4) Number of educational activities/courses held in parks and conservation units and number of students served. Urban parks receive hundreds of schools, but we don't have this centralized control. What we can highlight was the number of Environmental Education events with centralized involvement by this DGPU, held throughout 2022: - Sustainable Virada in more than 30 parks and 90 activities carried out. - International Play Week (actions for children in 9 parks) - Environment Week (actions in 12 municipal parks) - Urban Nature Challenge (Jockey Park and Acclimatization) - Heritage Day (Municipal Secretary of Culture) - Come Passarinhar (performed by DFS). We can count at least 210 events in this sense. In the conservation units, there were 74 activities and 1,750 students attended.

Key stakeholders and partnerships

1) Companies that provide services: 22 different companies provided services to the Urban Parks Management Board (DGPU), 8 for surveillance and 11 for conservation, janitorial and management, 1 for civil maintenance and 2 for leasing (administrative headquarters and chemical toilet). 04 companies in the Directorate for Management of Conservation Units (DGUC), 3 for surveillance and one for conservation, janitorial and management 2) Park concessionaires ; Regarding parks granted for operation by the private sector, there are two concessionaires, responsible for 7 parks under concession: Urbia Park Management – 6 parks (Ibirapuera, Jacintho Alberto, Jardim Felicidade, Tem. Brig Faria Lima, Lajeado and Eucaliptos); Borboletas Consortium – 2 parks (Trianon and Mario Covas) 3) Other partner institutions in park activities Each park has a large number of partner actors. But with a cooperation term or process centralized in DGPU, there were at least 18 partner entities with formalized terms. In the natural parks there are partnerships with Albert Einstein Hospital (Health and Nature) and SESC. In addition, parks are often used for monitoring of various types carried out by universities or research institutes, with the aim of supporting the production of knowledge. 4) Number of park management councils and number of counselors 34 parks had active boards, with a total of about 270 boards. There are 3 councils in the conservation units: Fazenda do Carmo Municipal Natural Park with 12 councillors; Bororé -Colônia Environmental Protection Area with 22 advisors; and Capivari-Monos Environmental Protection Area with 24 counselors. 5) Number of workers from vulnerable situations incorporated into park activities. A large part of the workforce in urban parks, mainly management and janitorial employees, is made up of people who experience some degree of vulnerability or close to it. There are thousands of grassroots workers, most from the outskirts of the city. However, we do not have an indicator as to the status of each one. In the conservation units, there are 130 employees linked to the management contract and 186 employees linked to the surveillance team and brigade. Also noteworthy is the Operation Work Program – POT Parques, a partnership between SVMA and SMDET (Municipal Department for Economic Development and Work), where around 50 beneficiaries (including homeless people, ex-prisoners, etc.) work 20 weekly hours in janitorial and park management services, with financial aid, training and monitoring, aimed at valuing, training and supporting populations in highly vulnerable situations, such as homeless people.
