Creation of the Municipal Information and Communication Technology Governance Policy

(V.D.02) New Technologies

The Municipal Information and Communication Technology Governance Policy created the following bodies and definitions:
1. Municipal Information and Communication Technology System – SMTIC, established by item VI of article 6 of Decree no. 45.683, of January 1, 2005, comprises the activities of planning, governance, coordination, organization, operation, control and supervision of information and communication technology resources and telecommunications of Municipal Public Administration bodies and entities;
2. Municipal Council of Information and Communication Technology – CMTIC, body guidance, supervision, and deliberation collegiate;
3. Central Body: Municipal Department for Innovation and Technology – SMIT, represented by Information and Communication Technology Management Coordination – CGTIC, which will coordinate the activities of the Municipal System of Information Technology and Communication – SMTIC;
4. Bodies and Sectorial Entities: Departments, Regional City Halls, Autarchys, Foundations, Public Companies, and Mixed Economy Societies, whose actions and projects are directly focused on technology or who need technology for their development, represented by the units responsible for the activities of information and communication technology;
5. Technical Forum on Information and Communication Technology – FTTIC: set of technicians responsible for information and communication technology of the bodies and sectoral entities of the Municipal Public Administration;
6. Strategic integrator of information and communication technology solutions: Information and Communication Technology Company of the Municipality of São Paulo – PRODAM.

In addition to the definitions, the governance instruments listed below were created:
1. Strategic Plan for Information and Communication Technology – PETIC, prepared and updated by the Central Body of SMTIC, every four years, aligned and during the term of the Goals Program. The latest versions of PETICs are available here:
2. General Master Plan for Information and Communication Technology – PDGTIC, prepared and updated by the Central Body of SMTIC, on an annual basis. Versions of PDGTIC are available here.
3. Information and Communication Technology Sectorial Master Plan – PDSTIC, prepared and updated by each sectoral body and entity, on an annual basis, from elements provided by the Central Body. Versions of the PDSTICs are available here.
4. Technical Guidelines, edited and published by the Central Body, after the approval of the CMTIC that aim to provide a basis for activities and contracts that involve information and communication technology. The 17 published Technical Guidelines are available here.
5. Diagnosis of Information and Communication Technology, at the request of the Agency Central for the provision of information by sectoral bodies on personnel, equipment, infrastructure, services, projects, actions, contracts, and information and communication technology. The latest results of the ICT Diagnostics are available here. Multiplatform channels, such as a portal or similar, are provided and maintained by the Central permanent way with the objective of making public the actions of the Municipal Policy of ICT Governance.

Aim of the Good Practice

1. Promote the increase of maturity in information and communication technology within the scope the Municipal Information and Communication Technology System – SMTIC; 2. Allow the planning, organization, integration and monitoring of actions, as well such as the establishment of technical standards to be implemented by the bodies and entities of the Municipal Public Administration; 3. Promote modernization actions related to the general and strategic use of technology in the information and communication; 4. Implement models that manage and integrate municipal databases and information systems. information and communication of Municipal Public Administration bodies and entities; 5. Promote the use of new technologies with a view to fostering innovation processes, in particular those that provide improvement, expansion, and democratization of the population's access to services offered by the Municipal Public Administration; 6. Promote the use of information and communication technology goods and services of a rational way, under the budgetary-financial, technological, and socio-environmental aspects.
