Continuous training of guardian counselors of the municipality of São Paulo

The proposal for continuing education for the year 2022 was made available online, as it was fully formulated and prepared in the year 2021, due to the emergency situation due to the COVID-19 pandemic. The training was carried out through the SMDHC Moodle platform, where the counselors accessed all the materials during the period that the classes were available asynchronously, with the aim of providing greater flexibility for the counselors to follow the contents, considering the work routine of each collegiate. Each module was composed of 5 to 6 themes, with mandatory and complementary material.

The formats of the materials were video (video lesson) and written material (texts, reports, technical documents, and scientific articles), in addition to an evaluation instrument (questionnaire on the topics) at the end of each module. Certificates of completion were issued by the platform itself for those who completed the classes and questionnaires within the available schedule. The training had 3 modules, namely: (I) The performance of the Tutelary Council and its counselors (with classes on the topics of discussion about race, ethnicity, religion, gender identity, sexual orientation, introduction to the Public Budget, Tutelary Council and the LGPD and Restorative Justice), (II) Introduction to social policies (with classes on Social Security, Municipal Education Policy, Housing Policy and repossession, Socio-educational Measures, PPCAAM and the CIC) and (III) The Tutelary Council and its work with families (with classes on Early Childhood Policy and the PMPI, Teenage Pregnancy, Institutional Care and Joint Resolution CMDCA/SP and COMAS/SP (“Regulation of Institutional Care Services or Family in the City of São Paulo”), care for children and adolescents who are victims of violence and prevention of suicide and self-mutilation).

Considering that the qualification of advisory action has a direct impact on all actors of the Child and Adolescent Rights Guarantee System (SGD), we consider that all bodies that are part of the SGD are interested parties, such as: the sectoral policies that serve children and adolescents and their families, Municipal Council for the Rights of Children and Adolescents, Public Ministry, Public Defender of the State of São Paulo.
