Actions aimed at people with disabilities in the city are based on the national guidelines of the Care Network for Persons with Disabilities, legislation, and state and municipal documents. The constitution of a Care Network for Persons with Disabilities that meets people with their different health needs is a dynamic process, that requires the involvement, commitment, and continuous integration of workers from different points of care, as well as managers, users, and of the families themselves.

This Network aims to implement, articulate, and integrate actions and health services with a view to: Linking people with disabilities to different points of care; Ensuring accessibility; Expanding access through the deployment, expansion, and implementation of Specialized Rehabilitation Centers (CER); Qualify the service; Include and enable quality of life for people with disabilities; Expand and qualify the early detection of deficiencies and timely intervention; Strengthen the permanent education processes of professionals; Expand and improve the granting and monitoring of the use of orthoses, prostheses and mobility aids (OPM) as an integral part of the rehabilitation process; and Strengthen intersectoral articulation, thus ensuring comprehensive care. For this, the area makes use of Specialized Rehabilitation Centers, distribution of equipment from the Assistive Technology policy, and also a strategy specifically aimed at people with mental disabilities – the APD Strategy.
