The Municipal Simple Language Program was created on November 11, 2019, from the Decree No. 59,067, with the objective of simplifying the language of the City Hall so that it becomes accessible to the entire population. The Program is one of the (011) initiatives. lab, innovation laboratory in the government of the Municipality of São Paulo, which is part of the Municipal Department for Innovation and Technology.
The program is divided into the following fronts:
1. Train City Hall public servants to communicate in a more simple, through face-to-face and remote workshops with its own methodology;
2. Mobilize and disseminate the Simple Language agenda in the City Hall to strengthen the importance of the theme, through participation in events, forums, and congresses in São Paulo or through Brazil;
3. Simplify public documents so that anyone can find, understand, and use information.
Information transmitted by the Municipal Public Administration, through projects and simplification mentorships with City Hall teams. In Brazil, 3 out of 10 Brazilian men and women aged between 15 and 64 are illiterate functional. At the same time, in the city of São Paulo alone, 1 in every 5 inhabitants of the city does not have formal education or complete primary education – out of a total of almost 3 million people. It is from this scenario and from a study carried out throughout 2019 that the Program began to be thought of at the City Hall of São Paulo. We inspired 3 initiatives on the topic. Currently, the Simple Language Municipal Program continues to develop projects with different bodies internal and external to the Municipality of São Paulo to reach more servers and public servants.
