Bolsa Trabalho program: Youth, Labor and Digital Manufacturing

Established by Law No. 13,841, of June 7, 2004, the program is carried out by the Municipal Department for Economic Development and Labor (SMDET) in cooperation with the Municipal Department for Human Rights and Citizenship (SMDHC) and the Municipal Department for Innovation and Technology (SMIT) and aims to train young people in digital fabrication, entrepreneurship, the labor market, human rights and citizenship, in the city’s 13 FabLabs and in municipal equipment. The program also offers a grant in the amount of R$673 to guarantee the maintenance and permanence of young people, mainly used for transportation and food.

The project provides for the training of 108 students aged 16 to 20 per semester who meet the following criteria: being unemployed, residing in São Paulo for more than two years, having a per capita income equal to or less than half the minimum wage and being enrolled or have completed high school. There is a reservation of 36% for young people who are in an extremely vulnerable situation, namely: young people in compliance with a socio-educational measure, probation, semi-open regime and young residents of SAICAs.

Target Group of the Good Practice

Young people residing in the city of São Paulo, aged between 16 and 20 who are in a vulnerable situation.

Implementation period

The Program began in 2016 and runs to date.

Consistency over time

The Program started in 2016 with one class per year and started to happen every six months, with two classes per year since 2019.

Evaluation of the Good Practice

During the execution of the Program in the year 2022, 3710 young people enrolled, 216 young people enrolled (each semester class has 108 vacancies) and 145 young people graduated. In turn, in the class for the first half of 2023, which ended on June 20, we had: 2033 young people enrolled, 108 enrolled and 66 young people graduated. The Program is monitored by an interdepartmental Commission with the following departments involved: SMDHC, SMIT and SMDET.
